Rules for Emails

I have a number of forwarding rules that I set up in outlook. For instance, if there is a "ABCD" in subject, it will automatically forward to a particular email address.

Is there a way of setting up rules like this through g-mail or another web based program? I don't like the fact that I have to have outlook open for the rule to take place.

If gmail doesn't work, is there another web email application I could set them up on?
