Backup claims to be running on W/7 but isn't. Conflict between Windows Backup and Restore and Dell backup

This has been going on now for over a week.  Wanted to run a backup on a Dell Dimension 660.  Backup had not been configured and we chose Windows Backup and Restore to run the backup to a new external backup drive.  It did run but stated not all files could be backed up.  This W/7 system is current and updated.  

Research found that the Dell Backup was in conflict so I uninstalled all related Dell backup items and services.  Rebooted, and in Action Center, the flag cites that back up is running when it can't be, nothing configured to run.  I then rebooted and ensured that the Windows backup and Restore did not have anything scheduled and it does not.  Yet it continues to think it is backing up.  I removed the USB external back up drive, rebooted and tried again, same thing.  I then downloaded the updated Dell Backup for this 64 bit system, and installed it.  I was then invited to "upgrade" it, which is not what we want to do.  We want to be able to use the Windows 7 Backup and Restore function NOT the Dell package.  

There are a number of other issues on this system for which we've already run all the recommended scans against malware, Trojan/virus and so on.  McAfee Total Protection is up to date, and deep scans also performed, as well as Windows Defender, adwcleaner and so on.

Stuck in an everlasting loop.

Windows Update this morning shows 22 important updates which are installing currently.  I did find something quite odd which "may" be the key problem here to the backup.  As noted above, I disconnected the external drive to which backup was to have been done.  Yet, as I check Device Manager as well as MMC disk management, it shows a "G"drive which is most likely this one which was attempted but not in use.  Perhaps that is why backup continues to think it's happening.

Truly bizarre.  How to fix?

After all installations completed, event viewer shows many problems, here are a few.

Event filter with query "SELECT * FROM __InstanceModificationEvent WITHIN 60 WHERE TargetInstance ISA "Win32_Processor" AND TargetInstance.LoadPercentage > 99" could not be reactivated in namespace "//./root/CIMV2" because of error 0x80041003. Events cannot be delivered through this filter until the problem is corrected.
The Intel(R) Rapid Storage Technology service terminated unexpectedly.  It has done this 1 time(s).
Name resolution for the name init-p01st.push.apple.com timed out after none of the configured DNS servers responded.
The driver \Driver\WUDFRd failed to load for the device WpdBusEnumRoot\UMB\2&37c186b&0&STORAGE#VOLUME#_??_USBSTOR#DISK&VEN_GENERIC-&PROD_MULTI-CARD&REV_1.00#20071114173400000&0#.

I will return to that system in the morning and give more information.  I've been working on this for quite a long time now and  we've done a lot of research as well.   The fact that Backup is running when it can't be, is mind-boggling.

Asta - with that much problems - it hink it is best to backup - and do a freh install
otherwise - you'll spend time correcting one fault after the other problem, running into another error
choose your reinstall -  from install DVD - or from factory reset partition (this holds all Dell software also), but this has all drivers

The problem is the Dell backup software -- I have had to deal with this on most of the recent Dell's I have bought. Only way I can resolve it is to do a fresh install and not installing their software. Only recommendation I can give you it remove the dell software (which you have) then remove the windows backup feature and any backup jobs (do this first). Reboot and then add the backup feature back and re-create the backup job. If that doesn't fix it then you may be stuck having to do a fresh install, which is what I think will be the final remedy.

My bad -- hard to keep all the windows version straight. Apologies. I would still make sure I get rid of all Dell software, clean up the registry references, and remove any existing windows backup jobs, reboot and then try doing a manual windows backup -- if that works then create a backup job.

This is what is so baffling  
There's no detail about this in action center  the flag on the action center icon is always showing backup in progress when no schedule exists and the backup drive is not connected.
Perhaps I should try uninstalling dell items again this weekend.

Can you go to Action Center - Change Settings and disable the messaging about Windows Backup?
Then check if this message disappears from your Action Center.
And finally enable in Change Settings for Action Center the Windows Backup notifications and see if the notification about running backup come back.

All done, noxcho, no change.  Event log flooded with warnings and errors and backup still thinks it is running, despite the fact the we again uninstalled the Dell backup software.

Others on google search had problems with Dell backup issues and pointed to a problem with Dell DataSafe, but can't find it on this computer; what else could be causing this?  When I check Action Center, have again verified that there is no backup function, all reminders, and backup related issues off.  Action Center shows Backup is not monitored, confirmed it is off.  Yet day after day, action center flag in the bottom right panel of the taskbar shows backup in progress.  No external device plugged in, Microsoft Backup is also not on, nothing scheduled.

As far as I know Windows Server Backup gatheres information about backup status from event logs. For b&r it could be the same. Delete all event logs and restart machine. Is there any change?

I'll return to that system tomorrow; I don't see an option to delete the event logs, though.  And unless I'm truly that much out of date; isn't it the event itself that triggers the event log entry versus the fact that the Action Center Icon shows that a backup is in progress?  Please clarify.

Action Center is simply a GUI icon which reports to user what normally happens in a background. And it must summon this information from somewhere. Either from services or from events.
In Event Viewer right click on left pane event directory and select Clear logs, it will ask if you want first to save them somewhere and then clear. Agree, save on some partition and delete. Repeat this to all directories.
Reboot system and see if it changes anything. For Windows Server Backup it helps to remove the traces from previous backups. Maybe for Windows 7 is the same.

Decided to not create a schedule for backup but now using W7 backup and restore app  just to run system image and test results with external drive on USB 2 port.

The backup completed, but now a whole new series of problems noted in Event Viewer in Admin logs.

Backup is NOT scheduled, but continues to show that backup is running; after turning all backups reminders/maintenance items to not report.  

These are the new items just resulting from this system's reboot today.

1. The performance counter explain text string value in the registry is not formatted correctly. The malformed string is . The first DWORD in the Data section contains the index value to the malformed string while the second and third DWORDs in the Data section contain the last valid index values.

2. The Intel(R) Rapid Storage Technology service terminated unexpectedly.  It has done this 1 time(s).  THIS IS TRUE frequently, each time I return to this system and reboot to check Event logs.

3.  The driver \Driver\WUDFRd failed to load for the device WpdBusEnumRoot\UMB\2&37c186b&0&STORAGE#VOLUME#_??_USBSTOR#DISK&VEN_GENERIC-&PROD_MULTI-CARD&REV_1.00#20071114173400000&0#.  -- THIS IS A WARNING

5.  The mrtRate service failed to start due to the following error:
The system cannot find the file specified. ....  THIS WAS TO HAVE BEEN TIED TO QUICKEN BACKGROUND LOADS, BUT NO SUCH LOAD FOUND IN QUICKEN.

Will return to this system in the morning in the hopes some new information is found and helps.

ALSO ... when I did attach the USB external drive this weekend, and just used the Windows Backup Restore function to Image this system to the drive; it took quite a while to do this and said it completed successfully, yet when I look at that drive (files hidden), it shows 0 bytes.

STRANGELY, I do find a folder on her desktop called x64 and is a read only folder.  There are a lot of folders inside that and shows prior folders as well.  Also states when selecting previous versions tab that previous versions come from restore points or from previous back ups.  THIS IS NUTS!  Any ideas??  It also shows shared with  .. \\MICHELLE-PC\Users\Michelle-PC\Desktop\x64  ...

To be brutally honest I'd personally flatten the machine and start from scratch if at all possible. Faster and more efficient use of resources.

You do not need to use Windows Backup or Dell backup at all when there is an alternative available.

I agree it may be best to start over. You can use https://technet.microsoft.com/en-us/library/ee656415.aspx to make a virtual PC of your existing system for those "old" apps your sister "must have". At this point with all these errors I agree with everyone else to start over because it sounds like things are getting worse and not any better.

Will return to the system in the morning for next action.  The x64 folder on the desktop has a lot of McAfee information in it, such as the alertHost.exe, SA file folder, etc. which appears to be related the the McAfee Total Protection Home Networking element.

Downloaded/installed and ran the Dell Support Assist Client, which ran all the HW tests, all passed.

HOW THE HECK CAN BACKUP BE RUNNING ???  There is nothing loaded, nothing scheduled, no way this can continue and no one seems to be able to help in this regard.  

Is it a Registry issue?

Is it a need to install some other backup?  

Is it that the drivers for the USB interface is broken?

To me, simple as it seems, there should be some kind of hint on how the heck this persists.

Ran the ubcd disk.... no problems found.  Nothing finds problems other than what I've posted.

Another day may bring new hope.

Sure, wiping things out and starting all over "may" fix things.   Clean installs make total sense.  Not my system, not my option.

Should I just ask to have this closed?  Or should I continue on this adventure to find a solution and closure?  My choice from the beginning.

Same system, other Q related and perhaps this adds insight to help us a bit more.

how often has it been "repaired"
how many virus and malware have come to it -and have been removed ?

you cannot go on forever fixing it - sometimes you must say: up to here , no further, and start fom scratch
do not forget there are tens of thousands files included - each one may have been changed...

you can test this to see if backup is truly running or not. First you have to boot from a USB or CD that allows you to have access to the C:\Windows\System32. The ubcd disk you mentioned you have will work or your Windows 7 install disk and the command prompt repair option. Once you have booted from something that allows to get a command line then go to C:\Windows\System32. Once there type these commands
ren wbadmin.exe wbadmin.org
ren sdclt.exe sdclt.org
sdclt.exe is the exe that starts the GUI that runs wbadmin -- it is the starting point for Windows backup and Restore whereas wbadmin is the exe that actually does the backup. Once you have renamed both reboot and see what state your backup status is in then. If this does not move things forward then I don't know what else would--normally I would not suggest this but since you want to keep the current system give this a try and maybe we get lucky

I've redone everything again; system is clean.  All Dell backups uninstalled; did not create a schedule in Windows 7 Backup and Restore, but loaded the external USB drive to the USB3 connectoid, right clicked it and chose backup from that point, using Windows Backup.  It completed without problems and the backup is running no longer exists.

Stopped the ipv6 protocol, only checked ipv4.
