Why don't all of my contacts (People) show up in Outlook (Office 365)

When I go to People in Outlook not all of my contacts show up in the alphabetical list.  But when I search for a missing one it is there after all.

No.  That's not it.  But I think I just figured something out.  Some of the contacts are listed by last name alpha.  Others are first name alpha.
