Your best resource for implementing user authentication is going to be the docs: https://technet.microsoft.com/en-us/library/cc733010(v=ws.10).aspx.  Take a read through to find out what you need, and how to set it up.

Method filtering is also covered in some Microsoft documentation: http://www.iis.net/configreference/system.webserver/security/requestfiltering/verbs.  This can be as simple as a line or two in your web.config.
