How to resolve the "there are no items to show in this view" on web broswer while sending attachements via Outlook

I have a user when she sends an attachment via Outlook, the default web browser opens a blank page and has the "There are not items to show in this view". How do I resolve this. I made outlook the default for all mail. I'm stumped.  The OS is Win 7 with Office 2010

It is a pop account so I would assume, yes.  I reconfigured how the files are opened with from the machine.

Is the attachment already physically on the PC's hard drive before she tries to send it as an attachment?
What steps is she using to try to send the attachment?
