DC cannot locate PDC

HI all,

I have 2 Domain controllers :

2003 contain all FSMO roles + Global Catalog
2008 contains Terminal server license  + Global Catalog

2008 Dcdiag shows :

Running enterprise tests on : domain.com
     Starting test: LocatorCheck
Warning: DcGetDcName(PDC_REQUIRED) call failed, error 1355
A Primary Domain Controller could not be located.
The server holding the PDC role is down.
        ......................... domain.com failed test LocatorCheck
     Starting test: Intersite
        ......................... domain.com passed test Intersite

I deployed 2008 Dc after a migration when the rest of 2003 Dc died. I cleared metadata for dead ones.

The 2 Dc can replicate , i can see users groups being updated on both.

1) I am not seeing a PDC DNS reference from you original post. ON the 2003 DC on the network adapter is register this network connection in DNS selected?

2) In the %systemroot%\System32\Config\Netlogon.dns file are you seeing a PDC reference
