How can I do this in a sharepoint list?

I have a list with certain features, however I want to have a table inside of a list.. In that table I want a managed metadata field where I can select a skill and next to it have a drop down of skill level.  I have these in place now, but here is the problem, how do I keep adding rows to a list?

You can not have repeating elements in a sharepoint 2010 LIST only in a LIBRARY.
