Windows 7 hourglass circle keeps spinning and won't stop

I am having problems with Internet explorer and the windows hourglass circle.  Explorer keeps crashing and the hourglass circle will not go away.  It's really annoying.

Open Control Panel, Programs and Features, Windows Features. Remove (uncheck) Internet Explorer. Close out and you will be required to restart so do that.

Upon startup, open an admin command prompt and run SFC /SCANNOW. Allow to complete.

Now go back and add IE back in again. Restart.

Does IE work now?

Thank you, joinaunion and John Hurst for your solutions.  I think these are good solutions. I used the free version of Malwarebytes and that took care of it.
