My web and application server in SharePoint failed.  Is there a way to install a new frontend - web and application roles and connect to the content database to get the data?

What must remember is that you will need to have everything installed on the new web/app server that you had on the old.  So if for example you had any 3rd party web parts or any .WSP solutions installed then you will almost certainly fail until you have ALL of these installed and activated on the new web/app server.
