RPC service unavailable error 1722

If I run repadmin /replsum I get rpc service unavailable, but if I reboot the servers with the RPC errors then repadmin /replsum works fine. I have forest level 2008 R2 with Windows Server 2008 R2, Windows 2012 core and Windows 2012 R2 servers running as DCs in five different locations and different subnets.

Maybe this will help.

Here's a very brief summary of the information in that article.
Basic Troubleshooting Steps to Identify the problem.
1. Verify the startup value and service status for the is correct for the Remote Procedure Call (RPC), Remote Procedure Call (RPC) Locator and Kerberos Key Distribution Center.  

Verify the ClientProtocols key exists under HKLM\Software\Microsoft\Rpc, and that it contains the correct default protocols.

 Verify DNS is working.

Verify network ports are not blocked by a firewall or 3rd party application listening on the required ports.

Turning off second NIC resolved this issue.
