after deletion , delegates still recieves emails

user A has one former delegate USER B , who is still receiving a copy of the meeting requests, even though USER B has been deleted from the delegate list and  does not appear in the delegates list in outlook 2010.

I have tried to look for corrupt or invisible rule by MFCMAPI

Look in adsiedit at the properties of User A. It is not unusual for the delegate to still be listed.

when you add a delegate, you have the option to select the checkbox labeled "send meeting requests and responses only to my delegates, not to me". Even if the delegate list is deleted but this option is selected, you will experience the issues you are seeing.

Uncheck this checkbox and see if the results are different.

It is publicdelegates or something like that. It has delegates in the name. I haven't got a suitable system to hand to check at the moment.

I checked this pulbicdelegates value and found no value in it. I also check every attribute related to delegate but found nothing.

If the user has any delegates at all, then I would remove them all.
Then add in a fresh user, who has never been a delegate to the user (create a test account if required).
Then remove that.

Wait at least 30 minutes and test again. If the problem continues then it has to be something outside of the delegates system.

As per your suggestion, I follow the steps you told me and the issue seemed to be solved.
but it occurs again.

those disabled AD ids which were not getting deleted from DL has gone after removing all members but next day they again appears in DL.

That would suggest that you have a domain replication issue and the change is being overwritten by another domain controller.
