Active Directory Rights

I have added a new user to Active Directory using "Active Directory Users and Computed".  I added the person to the same groups that others use.  When they try and access a web site that has windows security, the credentials page pops up, but it will not accept their credentials.

I am a novice with AD.  I have had this issue before with other newly added employees, but don't remember how to resolve it.  There was a tool that I accessed from MMC (some add in).  Group Policy editor, or something else.  But I can't find where I add the "Log in to network" capability, and then how to sync it with all the servers.

Windows Server 2012 R2.
