I have a client who uses Exchange 2007 for sharing public folders. It is a small office of 5 users. There is one folder that all but one user can view and has access to. I have deleted and re-added the user (and change permissions to Publisher Editor, Publisher Author and even owner) to the folder, still no joy. Everyone else is working just fine. It is the ONLY folder this particular user does not have access to. She is able to access other public folders without any problem.
