Unable to Ping Windows 8.1 System

I can't ping Windows 8.1 systems on my network.
Followed procedure to enable ECHO requests for file and print sharing in Windows Firewall.
If Firewall is completely disabled pinging the system works.
I have a Windows XP system on the same network segment that I can ping.

"Followed procedure to enable ECHO requests" - what procedure are you talking about?
The rule should be predefined and carries the name
Networking - Echo Request (ICMPv4-In) or, for IPv6, Networking - Echo Request (ICMPv6-In)
