No. Windows 8 has its own version of IE 11 and you need to run in Compatibility Mode.

you can't downgrade; it is not possible

Internet Explorer 10 on Windows 8.1

If you don't like how IE runs you can always install Firefox or Chrome.

May I ask your reason for downgrading? Maybe we can help you with whatever issue you are trying to fix by downgrading.

My version of sharepoint needs IE10 and we are not ready to upgrade sharepoint just yet
You CANNOT put IE 10 on Windows 8. Not doable.

1. Does Compatibility Mode work?  Have you tried it?  It works on sites I use that need compatibility.

2. Otherwise you need to upgrade SharePoint.

Failing the above, and possibly pricey for what you want to do, mount VMware Workstation and Windows 7 with IE as a virtual machine.

Do you have a terminal server setup? You could RDP into it and run Sharepoint that way. Or setup an older desktop PC and do the same thing.
