There's nothing special  good or bad with apex  and db links.

So do the same things you would do with any other sql or pl/sql code.

That is- minimize traffic across the link if you can.  Check execution plans of queries, see if useful filter conditions are being pushed to the remote side, check if the driving site is correct,  is too much data being pushed or pulled or both, etc.

Look at using materialized views or caching results in pl/sql collections for relatively static data.
