Use GPO to look for a regisrty key and apply policy based on it

Is it possible to use a gpo to look at the registry on a system and apply a policy based on that registry key.

If so, where in the gpo setting would this be?

You can only use Preferences (available since Windows 2008 domains) and configure Item-level targeting.
Policies cannot be applied based on the existence, or value, of registry keys.
