Winsxs taking space, ran cleanmgr

I have a Windows 2008 R2 SP1 server that is running tight on space. Discovered that the Winsxs folder is 22.4GB. Read that I can install Cleanmgr, run it and remove unnecessary updates, etc.
I installed it, rebooted server, ran it as Admin, it brings up the utility, I clicked on all the boxes and ran, it did a scan and then the utility disappeared from view. When I return to windows explorer and do a properties on the Winsxs folder, it still shows, 22.4gb. do I have to reboot the server after running cleanmgr? I checked windows event viewer and do not see any entries that it ran successfully or not.

Seth, The C: volume is 40gb, Now has 9gb free, before running cleanmgr, there was only 1 gb free. The page file is on the D: drive which has 189gb total size, and has 151gb free. The page file is on the d: partition. Is custom and is 8000-8000mb. recommended size is 6129mb.The server has two hard drives, but there hare mirrored, so I can't move it off to another hard drive. and no, there is not another drive available to relocate. Server has 4gb of RAM installed.

I would like to know where to look to see that cleanmgr ran, the log file.
