You have only one scope defined, on the bottom screen shot there is two scopes!!

If I have only 1 scope, I can not have the option for select conflict detection attempts ?

The screenshot you found online is from a 2003 server, and the DHCP console has changed slightly since then. To configure conflict detection on your 2008 R2 server, right-click IPv4 in the console and select Properties. Then select the Advanced tab, and you'll find the conflict detection setting.
