In Windows 7, you can download languages in two ways:

• Using Windows Update. If you're running an Ultimate or Enterprise edition of Windows, you can download available language packs by using Windows Update. Language packs installed using Windows Update provide a fully translated version of Windows dialog boxes, menu items, and help content. All the languages available for this type of download have a "Learn how" link in the right column of the table below.

• Using the links on this page. You can download Language Interface Packs (LIPs) from the Microsoft Download Center by using the links below. You can install LIPs over any edition of Windows, but they provide a translated version of only the most widely used dialog boxes, menu items, and help content. To install a LIP, you will need to have the required parent language installed on your PC.

For versions other then Windows 7 Ultimate, Professional or Enterprise editions you could use something like Vistalizator. See:

I think you can just change all the settings in Region and Language, and it will change to English.  I think you only need the language packs for more exotic ones...

If English is listed there, you can just change it.
Start.. Control Panel..  Clock, Language, and Region, and then clicking Region and Language.

I work for a Swiss company, and the base build there is in French, but I can just change to English (UK), and it's all good.

The only other problem you might have (which is a bit more serious) is whether you have a keyboard that's physically labelled in a french layout.   The main effect here is that the Z and Y keys are swapped, but also all the punctuation symbols and special characters (SHIFT +  numbers) are all different.

Could get very annoying over time, unless you're a totally fluent touch typist and can ignore what's labelled on the keys.  Or, you can buy a keyboard in your language and swap them over.  Not too terrifying to do, and there's often good How To's on Youtube.

You may also want to check the power adaptor, as it may have a french plug.  If it's separate to the power brick, it's easy to change.  Or, buy a travel adaptor for your location.
since it is a desktop^-you can use an english one ...
and no need to change the ps - but you may need another power cord for different styled outlets
