Hi,
I have the IP of the Linux machine. Which tool should I use to remotely login that machine, within Win 7?

And, within Win 7, which Putty should install on that? Where is the direct url, to download Putty?

you can use bitwise or wincp
1) http://www.bitvise.com/ssh-server-download
OR
2) http://winscp.net/eng/download.php

Both are best to access linux machine from windows

I now call VNC viewer within Win 7 machine, like the following

while the above IP is the IP address of that Oracle Linux machine. Do I need also set up VNC on Oracle Linux? Thanks.

Ooh have you intalled VNC software there on linux machine ?
1) you need to install VNC setup on linux machine which would call VNS server
2) then you need to run this above tool (called vnc client)and enter ip address to access linux machine.

But best way to use putty,winscp or bitwise. because ssh service native to linux as you already know.
