Tomcat is generating them.

Most of us, make sure, that the C:\ partition is large enough to accommodate the logs.

if you look at a file called

wrapper.conf and other conf files in the folder

C:\Program Files\VMware\Infrastructure\tomcat\conf

you can change the logging parameters (make sure you have a backup before modifying).

You will need to check Tomcat documentation for the variables and values.
