sendmail access denied

I have the following entry in my /etc/mail/maillog file:
Mar 23 14:22:29 mail sm-mta[11387]: ruleset=check_relay, arg1=mx01.lis.state.oh.us, arg2=198.234.62.187, relay=mx01.lis.state.oh.us [198.234.62.187], reject=550 5.7.1 Access denied

Is this the remote host deny me access or me denying the remote host access?

you are not allowing that host to send email through your server which is destined to another domain not local to you.
