Screensaver group policy

Hello, I'm trying to create a group policy out of a bunch of pictures stored in a folder and force it through group policy. It looks like I have to create a .scr but I'm not sure how to build the file. Should I create the scr file directly on the DC? Do I have to put this .scr file on every machine that needs that screensaver?

The environment is 2008R2 DC with Windows 7 machines.
