Prototype Tool

Can someone recommend a free prototype tool that they use to build simple screen shots for a web application?

I'd like a personal recommendation that someone has used.

Balsamiq Mockups is a rapid wireframing tool that I used recently for a major upgrade to a client's website:

I am not sure what you need in a tool, but I use SnagIt for screen shots. I can size, resize, crop, edit, add callouts, highlights and so on.

What else do you need?  (I may be off base here).

I have used recently a tool called Pencil:
You can create screens for many different technologies and is very simple to use.

In the old times, I have used even Microsoft Visio.
Windows products have Steps Recorder built-in. You may want to see if that will suffice.
