OK, so you're using IE to browse the web and you find an image. You right-click and do a Save picture as.... It will save it as the file type that the image is — in other words, if it's a BMP, it will save it as a BMP; if it's a JPG, it will save it as a JPG; if it's a PNG, it will save it as a PNG; etc. IE does not perform image-type conversion when doing a Save picture as. For example, look at this EE article:
http://www.experts-exchange.com/Other/Miscellaneous/A_11952-How-to-Embed-Screenshots-in-Posts.html

If you right-click and do a Save picture as on most of the images, it will save as a JPG, because that's what I uploaded. But look at this post in the article's comments:
http://www.experts-exchange.com/Other/Miscellaneous/A_11952-How-to-Embed-Screenshots-in-Posts.html#c96627

In that post, I uploaded a PNG image, so if you right-click and do a Save picture as, it will save that one as a PNG. Regards, Joe

if you want it saved as bmp, you have to open the picture first with paint - then you can choose how to save it, and pick bmp type
