C# windows Forms security

I wanted to show certain forms in a C# winforms projects only to users with certain access level. How do we provide security in C# winforms application?

Would it be through storing user access levels in SQL server and checking before opening each form, or are there options through app.config file like in web applications?

There isn't a built in possibility so you would have to do something yourself.
You wouldn't need to use SQL server if you did not want to.  A file with read access (assuming a multi-user environment) on a network drive could store the encrypted information.
