is there a cheap HW that can be connected to vshpere and act as a dum terminal for Vertual machine?

need to invest in hardware that is cheaper than workstation to act as PC but in reality it is connected to VM that is running in vsphere environment

Besides the thin clients already mentioned, you can also get zero clients for VMware. As they don't have a local CPU or storage, they are even more spartanic and therefore less costly than thin clients:

How about a second hand (eBay) Wyse Thin Client Terminal, which you can setup for RDP.

Is the Virtual Machine running Windows, and can be connected via RDP ?

The vSphere client does not require a lot of hardware performance; you could run it on a netbook (US $200 new, probably find one used for a lot less) or any other close-to-retirement PC or laptop (surely you have something like this already).

Or do you have other requirements not yet stated, which makes these solutions unsuitable?

Zero Client will be more expensive, than a standard RDP Client! e.g. Wyse 3320, 3360.

If you were in the UK, I'd give you one, we have a warehouse full of them!
