Outlook 2013: Apps for Office

I am trying to disable the Apps for Office icon when users create a new E-mail message in Outlook 2013.
Apps for Office Icon
I've tried a couple of possible solutions so far, but none of them have removed the icon:
Disabled all apps via Exchange ECP 2013
Disabled all App Catalogs via the Office Customization Tool
...and each of the options in here:

We were able to disable the icons by creating the olkmailitem.OfficeUI file with the following code:
