VLAN Status=Up Protocol=Down

Hello Cisco Experts,

I had a similar question opened last week and thought I had the issue resolved, but I don't.  I'm setting up three routers in GNS3.  All three routers are c2600s with a NM-16ESW modules in them.  I want the first router (R1) to act like a layer 3 switch.  The configuration I do on this router is as follows:
config t
vlan 100
vlan name SERVERS
exit
interface vlan 100
description GATEWAY FOR SERVERS
ip address 10.1.100.254 255.255.255.0
no shut
exit
interface fa1/5
switchport access vlan 100
no shut
exit
interface fa1/6
switchport access vlan 100
no shut
exit

The R2 router is configured as follows:
config t
no ip routing
ip default-gateway 10.1.100.254
interface fa1/2
no switchport
ip address 10.1.100.18 255.255.255.0
description SERVER1
no shut

The R3 configuration is as follows:
config t
no ip routing
ip default-gateway 10.1.100.254
interface fa1/2
no switchport
ip address 10.1.100.138 255.255.255.0
description SERVER2
no shut

If I do a show vlan-switch on R1, I see vlan 100 listed.  Ports fa1/5 and fa1/6 are showing as being assigned to vlan 100

If I do a show ip interface brief, vlan 100 shows a status up and protocol down.  I know this is the problem.  I should be seeing status up and protocol up.  I just don't know what I've done wrong here.  The first thing I did was create the vlan, then I created the SVI.  Finally I added physical ports to the vlan.  What am I missing here.

I think this may be a GNS3.  I started a new GNS3 project and dropped the configs on and things appear to be working.  I'm going to do a little more digging and I will let you all know what I find out.
