one user gets email on her phone and on webmail, but random emails do not show up in Outlook 2010

So hopefully I will be left alone long enough by the users that I can monitor this question.  Anyways, I am running Exchange 2013 and I have 1 user, new computer, so fresh Windows install (8.1 Ent) and fresh Office 2010 install.  She has emails that show up on her phone and on webmail, but do not show up in Outlook.  I have tried a new profile on Outlook, even removing everything Office and reinstalling but it continues to happen.  it seems there is no rhyme or reason to which emails do not show up in Outlook either.  I have been sending her emails via my Outlook.com, gmail, and domain email nightly, and she has got them with no issues.  Our CEO uses gmail primarily and hers sometimes show and sometimes do not as well as other emails from other agencies.  
What is confusing is that all emails are in the Outlook Web App with no problems and also on her LG G2 phone.  I really don't see a need to remove her AD and email accounts and recreate them.

If they are showing in OWA, then they are in the account. The problem has to be client side.
Have you confirmed whether the problem follows to another machine?

Instinct is a view or something like that - something happening to the message.

Have you tracked it to specific senders?

No senders in particular that i can see, it all seems ransom and its only with hers.  She had the same issue with another pc so i replaced it with a brand new one

The brand new one is literally our of the box new no previous use.

That means it is something in the mailbox, or a setting within the account. It cannot be anything else.
Reset the rules engine, the views etc. Check the junk email folders, deleted item retention etc, to see if the messages have been deleted - although if you can see them in the other devices that is unlikely.

how do I reset the rules engine or do you mean the message rules that could be created in Outlook?

Here is something strange though, I just checked her outlook earlier today and had her webmail up and the webmail was showing email from yesterday but her outlook showed emails for today.  Refreshing did not update.

im guessing that may have done it.. i have not heard of any other complaints from the user (though trying to get a hold of them is a job in itself)
