You need to check what address you are using for SMTP server and more than likely will need to also use some method to authenticate to the server to be able to send

my incoming and outgoing server are same . I can log in to incoming server but while trying to send a test mail to outgoing i am facing the above error

Have you enabled authentication on your smtp/outgoing connection (think it's under account settings > more settings > outgoing server). Failing that it's worth checking what port your SMTP server is set to use and checking this with the provider - they may use a different port for outgoing.

i tested my smtp port  through the command telnet my server.domain.com 25
and succeed
tried also t send an email and reply with  250 2.6.0 queued mail for delivery exchange 2007

There are still different authentication methods used those.

One thought though, are you connected to an internet link that is the same network as the Email server you might not need authentication anyway!

What address are you using for SMTP server?

The error is self explanatory , Outlook is not able to find any SMTP server (Port 25) which is configured.

Have you checked if port 25 is accessible on remote server , are you able to ping / telnet to remote SMTP server on port 25 ?

Try this from the outlook client machine

ping remote SMTP server IP address (ping 8.8.8.8)
or
telnet remote SMTP IP address 25 (telnet 8.8.8.8 25)

i am connecting to my exchange server probably inside the same network through outlook and OWA but the problem when i am trying  to  configure the MS outlook with a pop3 account to  be  able to check the emails outside the server  network

Why are you trying POP3 , you can use Outlook Anywhere ?

On the Tools menu, click Account Settings, select the Exchange account, and then click Change.

Click More Settings, and then click the Connection tab.

Under Outlook Anywhere, select the Connect to Microsoft Exchange using HTTP check box.

To specify a proxy server, click Exchange Proxy Settings.
