As per HP network management document: http://h20566.www2.hp.com/portal/site/hpsc/template.PAGE/action.process/public/psi/manualsDisplay/?sp4ts.oid=4276993&javax.portlet.action=true&spf_p.tpst=psiContentDisplay&javax.portlet.begCacheTok=com.vignette.cachetoken&spf_p.prp_psiContentDisplay=wsrp-interactionState%3DdocId%253Demr_na-c04409492%257CdocLocale%253Den_US&javax.portlet.endCacheTok=com.vignette.cachetoken
On page 33, the only thing I could find:

Step Command
1. Enter system view. system-view
Step Command Remarks
2. Enter interface view. interface interface-type
interface-number N/A
3. Disable the interface from
receiving NTP messages. ntp-service in-interface disable By default, an interface is enabled to receive NTP messages.

Do this for all interfaces and theoretically you should be alright (even if the service is still running, it shouldn't actually work).
