What would be the easiest way to set a usage disclaimer on the login screen using a GPO for Windows 2008 servers, Windows 7 and Windows XP systems?

here is an old bit of GPO settings - obviously create the go and link as required

Policies/Security Options.
Change:
Interactive Logon: Message Title...
Interactive Logon: Message text..
