2003 terminal server with 2012 licensing server logon issues

we have 2 - 2003 terminal servers.  Using a 2012 licensing server.  

We have added all the users to the active directory.  We have a few machines that we can log in with Multiple RDP sessions (individual user login).  But the other 70 or so in the plant give an error message with trying to log in:

"To log on to this computer you must have terminal server user access permissions on this computer"  

on the 2003 server it shows we have a total of 250 users cals but showing 0 available.

Any help would be fantastic - we are limping along with production.

Make sure that the users/ Group have;

1. Remote Desktop users' group of the computer.

2. Have the user right to  "Allow Logon through Terminal Services."

Everyone has the above - they have those rights.

We have a citrix install on the terminal server and we get a message that the licensing grace period has expired.

Don't know if that helps.

My doubt is that server 2003 doesn't understand the terminal service licensing infrastructure that exists in 2012. You may need either a 2003 license server or a 2012 Terminal server.

you need 2012 License CALS, if you have 2003 CALS then you need to use a 2003 licensing server
