Microsoft Word and Page Layout

I have a Word document that was provided to me

It is composed of three text boxes.

When I go to Page Layout the "Columns" option is greyed out.

How can I get the Columns option to work ?

It might be easiest to set up a new Word Document, and then copy the text into it in the format you desire.
