Does smtplogs exists on c:\
does it have the correct permissions to allow IIS smtp service to write into it.
Does it have a subdirectroy smtpsvc1 with permissions for IIS to access/write?

if you do not have smtplogs in c:\ IIS will not create the parent folder, it would create the smtpsvc1 if c:\smtplogs existed with correct permissions.

Check the event log when IIS restarted to see whether you have an application event indicating the issue with the logs.
