W7 Home - proxy server continually gets reset

W7 - proxy server was found to be set instead of automatically detect settings.  Changes to auto detect and within minutes or less, the browser is reset to proxy.  I've deleted the two proxy lines in the HKCU registry settings per a MS suggestion.  That worked for only a few minutes.  We run Malwarebytes and it is clean.  How do I find the culprit that is causing the browsers to continually reset.

First, try ADWCleaner; it is better than MalwareBytes: http://www.majorgeeks.com/files/details/adwcleaner.html
Second, inspect HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\ CurrentVersion\Internet Settings -> ProxySettingsPerUser and, if necessary, change its value from 0 to 1.  After a reboot, you'll be able to uncheck the proxy server and have it stick.
