I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Does this happen in all browsers?

Sounds more like a markup problem than permissions. Any masterpage changes recently?

Yes, it happens in all browsers...oddly enough.
There might be masterpage changes on one of the sub-sites (I'd have to ask the guy who is managing that site if he made any changes)
But the problem exists on all site pages

What would I be looking for?

Check in User Policy in Central Administrator to see if you have read only permissions. If so, adjust permission accordingly.

IT Pros Agree: AI and Machine Learning Key

We’d all like to think our company’s data is well protected, but when you ask IT professionals they admit the data probably is not as safe as it could be.

I don't specifically see "User Policy" listed in Central Administrator on 2013.  I see "Specify web applications user policy" and "Manage the farm Administrators Group".

Which one are you referring to?

rand1964Author Commented:
OK...I checked all that.  Still not working.  I also am getting "timed out" errors when I click on links

I found out that it works only if I am on the SharePoint server itself....makes no sense

Jamie McAllister MVPSharePoint ConsultantCommented:
On the server you are bypassing (potentially) firewalls, forefront protection, load balancer etc. Do you have some infrastructure folks to check what might be going on there?

rand1964Author Commented:
I take that back....it temporarily worked on the server...now it doesn't....this is crazy

I am at my wits end.  I know nothing else to try except reloading SharePoint

Jamie McAllister MVPSharePoint ConsultantCommented:
Have you specifically added yourself as Site Collection Admin in the site collections? (I know you're farm admin)

rand1964Author Commented:
I never found the answer.  I wiped and reloaded the server.
