Unable to correct NMONVisualizer java error. Can someone help to decode this java error?

Hello AIX and Java gurus,

I have a java error that I have no clue how to resolve. I am trying to run the popular NMONVisualizer utility against a NMON dataset and getting the error as shown below:

Try updating your JRE. You need jre >= 1.4 to invoke that method of URLDecoder

Thank you for you response...much appreciated. I have a few followup questions: (1) Can the java nmon analyser be run in windows with nmon data as input?
(2) How can I update jre >=1.4 in AIX server?
(3) In what installation path should this update be updated to?
