Can't upload PDFs to Amazon AWS S3 - Any suggestions?

Hello All,
We have been using S3 for years and have had no issues until a couple days back.
We are not unable to upload PDFs.
I can upload, Word, Excel, JPG, PNG, Access, PowerPoint, etc

We have tested using S3 Browser as well as CloudBerry

To make testing easier, I took a blank text document and created a PDF.
I've bolded the items that look like issues.

Results when uploading using S3 Browser:
Here is the test.txt that uploads fine.

I'm having a problem figuring out where the logs are for CloudBerry so if you need them, please let me know.

We had a bucket policy that restricted PDFs based on IP addresses.
We didn't realize that all 3 of us (the main users) had our IP addresses changed.

So, once I added our IP addresses to the policy, all is good.

Embarrassing but hopefully this COULD help someone else.

** yesterday it was giving us a weird transport error which is what REALLY threw me off and had me looking elsewhere **

I think I found the issue 10 seconds after posting this.
I think we have a rule that is based on IP address.
I will report back shortly.
