Network Monitoring Tools

I am looking for a monitoring tool for the below requirement.

Normally when 2 servers in different segment talk to each other there will be some fixed latency & the hops or the path through which they pass the traffic normally remains the same.

Due to some reasons if the latency increases or if the path is taken via some other hops or if the hops increases is there any way we will be able to detect it.
Is there any monitoring tool which can help in detecting this.

TCP/IP packets do not keep a record of the path or timing. Latency can be measured by monitoring request/response timing differences, but that's indirect.

The only thing you could do is monitor your routing tables maybe, on some Cisco equipment this is possible but will require some scripting.

You increase logging on your routers, forward the logs to a syslog server and parse the logs there by use of scripting.

It's not exactly what your looking for but could be a start.

Latency is something else, might also be possible using scripting... There's no real tool that can do all this out of the box, there are tools that come close but they can be quite costly.
