WindowsServer 2003 -- file security ?

How can I force below SECURITY so I can see files ?

Details
 1. a DomainAdmin logs into WindowsServer 2003 FileServer
 2. can get to everything, except one USER folder
 3. rightClicks on folder, makes sure "DomainAdmin"
    GROUP was ALREADY included in folder
 4. restarts everything
 5. access still fails
 6. login as user
 7. access still fails

if you go to effective permissions, what does it show for that user?

I would check the file security of the folder itself and ensure that "Inherit permissions from parent object" is enforced. See screenshot below...
