Allowing a user to send on behalf of another user Lync meetings

Using Windows 7 Prof and Lync 2013.  I setup the user as publisher to the calendar.  But, that is not doing it yet.

First of all Lync meeting is not as easy as it seems but its not complex either.

Do your users have Lync Enterprise voice feature? If yes then follow the instructions from here:-

If users are not Lync Enterprise voice enabled then you will have to use SEAFutil to add delegates in Lync which will allow Lyne meeting delegation, instructions available here:-
