add folder to windows 7 toolbar

I am looking for an API that allows me to add a folder to the Windows 7 tool bar.
Basically I am looking for a programmatic way to "right-click Taskbar -> Toolbars -> New toolbar" and Selecting a Folder based on a dynamic value.

What is the purpose of putting the folder in the Tool Bar?  Perhaps that can be done some other way.

I wanted to have the computer name displayed in the taskbar to have it always visible to the users when they are on the phone with the help desk (see attached screenshot) by adding a toolbar with the computer name

right now we are using a tool called bginfo which places the name on the desktop background image but that's not working to well for us with custom background image dual screens and different resolutions also if a window is open that covers the desktop the info is not always visible to the user

yes, to clarify I was referring to the toolbar located in the task bar so that the workstation name is displayed on the task-bar.

the first link is exactly what I would like to do but I know the manual steps, I was looking for a way to have it automatically added for a large number of workstations.

The second link looks like an interesting approach but I am worried that changing the time and date settings this way will cause problems some where else down the line for example when working with excel reports etc...

I guess there is no easy solution for the problem at hand, thank you very much for your input and good ideas
