i need my help desk team have administrative privileged on clients only and dont have administrator privilege on servers

Shareef, You have given us zero information here.  What applications are you referring to?  What operating systems? What types of servers?  Do you have an AD domain?

Please explain your environment please.

If so then GPO is the way to go for sure.  Worked like a charm in my org.

This is called "Restricted Groups", which can be configured via GPO. From there all you need to do is target your GPO for the machines where you want these local groups applied.
