windows service unable to read values from registry

I wrote a windows service which reads values from the registry and i am unable to read values from the registry in this context and i had a similar issue one time and i remember that importing Imports Microsoft.Win32 solved the issue. But for some reason this time its not. I am running this service on a 64 bit server/development machine

 strFromTimeRange = Registry.GetValue(keyName, "FromTimeRange", "")

where there is a value in the keyname in the registry but i am getting a nothing value.

Is the value against the current user or local machine?

Why note use a better way of managing configuration (config files, databases etc)?
