Unblock Exchange 2013 attachments

I have a new Exchange 2013 standard server and need to be able to unblock .mht files in the OWA interface.  I have tried the following commands in the Exchange Management Shell but the attachments appear to still be blocked:

Set-OwaMailboxPolicy -BlockedFileTypes @(Remove = ".mht")
Set-OwaMailboxPolicy -BlockedFileTypes @(Remove = ".mhtml")
Set-OwaMailboxPolicy -Identity Default -AllowedFileTypes '.mht'
Set-OwaMailboxPolicy -Identity Default -AllowedFileTypes '.mhtml'

I'd rather not zip them. Users want to open attachments on ipads and smartphones

So far what i have found out its by design, even if that file extension is in allowed list....
but you can try the suggestions in below link for EMC and OWA and see if it works for you...

It looks like that link is for Exchange 2010. I have 2013.
