iPad connects to iPhone 'Personal Hotspot' even though turned off in the iPhone

Super strange what is going on with our iPad and iPhone!  

When there is no WiFi available, we have our iPad 2 to use our iPhone 6 'Personal Hotspot' (PH); both devices with latest iOS 8.2 version.

We just finished noticed that in the iPad WiFi setup area, the iPhone Hotspot still appears even though we have the option turned off on the iPhone.  However, when on the iPad we click the iPhone PH name, we noticed that on the iPhone, the PH turns on giving access to the iPad; even though the iPhone is locked.

To make sure and troubleshoot, we disabled the iPhones' WiFI and its PH, went to iPad and the iPhone PH name still displays.  We disable the iPad WiFi and enabled it again, and the device again persist to exist.  In all cases, if we click on the PH on the iPad, it enables automatically the iPhone WiFi and also its PH.

Whats going on??? Any EE know what is causing this?

It's called feature called Instant Hotspot, made to make your life easier. To disable it, turning off Hotspot _should_ have been enough. This feature was meant so you wouldn't have to fiddle with any settings once you set it up once (of course, same AppleID on both devices, you don't want a friend or stranger to keep doing this to you)

Understood, but what we want is NOT to have the iPad connect to the iPhone when the hotspot is disabled.

How can we do this?

Just went thru the link and effectively no option to disable this feature.

Any ideas how can we make it that other device don't connect automatically to the iPhone (without changing Apple id)?
The hotspot information is now saved already, so this is just a guess. In the wifi settings of the iPad, try to "forget" the iPhone wifi connection. This option is only available if the iPhone is near the iPad though, with Hotspot on at that time  (otherwise the "forget" option doesn't appear).

Yes we noticed that prior playing the question thus rending this issue for us as a iOS bug and wanted EE opinion.
