I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

HP has instructions for a manual removal here:

I am seeing help at the link given.
Method one: Run the HP Uninstaller

The HP Uninstaller is available only if you have the full version of the software installed on your computer. If your software version is 'basic driver only,' proceed to the next method in this document.  *** I would not know if a basic driver was installed.

1. If your printer connects to the computer with a USB cable, unplug the USB cable from the HP printer. *** Printer is gone

2.On the Windows taskbar, click Start (), and then type uninstall in the Search programs and files box. *** done

3.Click Uninstall a program. A list of programs installed on your computer opens.
*** done
4.In the list of installed programs, click your HP printer and then click Uninstall. The HP Uninstaller opens. *** I assume they mean click Uninstall/Change which only gets same results of hung.
Have to reboot the computer.

Method two: Uninstall through the Windows Control Panel

Follow these steps to uninstall the printer software through the Windows Control Panel.

1.Click Start (), click Control Panel, and then under "Programs," click Uninstall a program.
*** I interpret this to mean Programs and Features then I am not sure where the Uninstall a program. But this brings me back the using the Programs and Features which did not work.
This HP article does not seem to be written for Windows 7
2.Find your HP printer driver in the list of installed programs. If you do not see the printer name, look for the printer type, such as Photosmart, Officejet, PSC, or Deskjet. For example:

•HP Photosmart C4600 All-in-One Driver software 13.0 Rel .5

•HP Photosmart All-in-One Software 13.0

If your printer does not display in the list of installed programs, continue to the next method to uninstall the software.

3.      Click the driver, click Uninstall/Change, and then follow the on-screen instructions to complete the process.

Found and looked at DevRao entry
DevRao stated:
Open the contents of the disc (Officejet 6500 Windows 7 installation)
1.Double-click the Util folder.
2.Double-click the ccc folder.
3.Double-click the Uninstall_L3.bat (or Uninstall_L3_64.bat for Windows Vista 64-bit).
4.Click OK to start the level-three uninstall, and then follow the on-screen instructions.

This will completely remove all the files related to the printer

The first time Uninstall_L3.bat ran it hung and I used task manager to close and that continued through all the Full installation components. Now I knew I had full installation even though  I could not see any components in programs and features.
I rebooted and no progress. I reboot again to clear the hang
I logged at the computer level and not at the domain.
Ran Uninstall_L3.bat again and this time it ran complete.
Still had the entry in Programs and Features. Tried uninstall and this time the uninstall worked.
